NOT ONLY IN MONTREAL, BUT ELSEWHERE IN NORTH AMERICA, CERTAIN KINDS OF PEOPLE WERE AT GREATER RISK OF BEING USED AS "GUINEA PIGS" IN SECRET COLD WAR EXPERIMENTS. SOME EXAMPLES: Children born after 1945 Orphans (see "Duplessis orphans") Aboriginal children Children of the military, or children whose parent(s) became secretly involved in military intelligence work during or after the Second World War. Children with higher than average intelligence, who tended to dissociate, or be disruptive in school. Children with minor disabilities (e.g. a limp, a heart murmur) Twins Children whose parent(s) suffered an accident or serious illness Children from broken families, or living in foster homes Street kids, or kids living in group homes

Adults with psychological problems; psychiatric patients Artists, Bohemians, people living on the margins of society People without a social network to protect them.
Certain ethnic groups may also have been targeted: e.g. Irish Montrealers, Jewish children of holocaust survivors, and others.
THE SIXTIES "YOUTH REBELLION" AND LSD
In or around 1964, after Project MKULTRA folded up at McGill, these secret experiments (which were financed by the military with the support of our governments and the RCMP) began to take on a different form. With the coming of the drug culture, beginning in about 1966 or 67, LSD began circulating through a wider network. It became fashionable to try LSD, much of which was being made in labs at McGill. Following the lead of cultural heroes like the Beatles, the Stones, and various American psychedelic groups, young people started experimenting on themselves. Some ended up in hospitals, and became fair game for further drug experiments, with chemicals such as Largactil (chlorpromazine) pioneered by the late Heinz Lehmann, a doctor whose background in Nazi Germany has never been properly investigated. Some of the chemicals being tested on psychiatric patients included sodium amytal, used as a "truth serum" on prisoners of war in Germany and eastern Europe after the Second World War. McGill's network of hospitals -- including the Allan Memorial, St. Mary's, the Montreal General, the Lakeshore General and the Douglas Psychiatric Hospital -- was a North American hub for Mind Control research. Survivors of the program still, quite literally, walk the streets of Montreal and other cities, often with little or no awareness of what has happened to them. Some lead relatively normal lives, while others are life-long mental patients whose sanity depends on regularly taking their medications. So, you may ask, why haven't our local media informed us about the true extent of this terrifying program? Look at the owners and publishers of Montreal's Anglo newspapers over the last 50 years -- then visit the Allan Memorial and the Montreal Neurological Institute and see the wall plaques honouring the donors to these institutions: the same wealthy publishing families, whose ties to McGill stretch back to the 19th century. Look at the role McGill University has played in Montreal's history, and in the creation of our flourishing bio-medical research industry. Members of Montreal's elite have profited enormously from military-medical contracts, while being largely immune from their toxic effects. Next time you are networking with old friends, or at a dinner party, or hanging out at the gym, try asking people if they know anyone who was affected by what some are beginning a hidden holocaust in Canada, the country known to many as the "happiest place on earth" -- after Disneyland. And those of you who are parents, and have children going into the field of medicine: ask yourselves, and ask your children this simple question. IF YOU KNEW THAT SOME OF THE GREAT STRIDES IN MODERN NEUROSCIENCE CAME ABOUT AS A DIRECT RESULT OF LETHAL EXPERIMENTS, CONDUCTED ON HUMAN BEINGS, INCLUDING CHILDREN, WOULD THAT ALTER YOUR OPINION OF MEDICAL RESEARCH? WOULD IT MAKE YOU WANT TO ASK MORE CRITICAL QUESTIONS ABOUT YOUR FUTURE PROFESSION, OR CONSIDER AN ALTERNATIVE CAREER? A lot depends on our asking these questions.

Dr. Ewen Cameron was funded by the CIA, as well as the Canadian Government, to conduct top secret experiments on unwitting people in Montreal.

The Protestant School Board of Greater Montreal had a secret agreement with McGill University, and specifically the Allan Memorial Institute, whereby certain children "of interest" were channelled into special programs. The infamous Dr. Ewen Cameron was instrumental in setting up this arrangement. One of his principal collaborators was Dr. Heinz Lehmann, head of research at the Allan and also director of the Douglas Hospital. A team of psychiatrists and surgeons carried out deadly experiments on children who, one way or another, fell into the program. One way of identifying likely subjects was through psychological testing, including IQ tests carried out by guidance counsellors and teachers throughout the PSBGM in the 1950s. By 1960, the program began to be dismantled. It was becoming difficult, if not impossible to get support staff to work at the Allan Memorial, and word was beginning to spread of these horrific terminal experiments, and some administrative changes were made. There was a shift towards a less "intensive" program, whereby selected children would now attend special events at the Allan on evenings and weekends.
